dc.description.abstract | Este trabajo presenta un análisis de la gestión de desastres del sistema logístico humanitario colombiano integrando tres herramientas conceptuales: gestión de inventarios, de proyectos y la dinámica de sistemas. Se inició con la comprensión del funcionamiento general del sistema de atención a desastres colombiano enfocándose posteriormente en los servicios de respuesta Ayuda alimentaria y no alimentaria y Búsqueda y rescate (antes subsistemas de atención del sistema logístico humanitario colombiano), estos se analizaron desde el punto de vista de gestión de proyectos y desde el punto de vista de la capacidad de gestión de inventarios. A la par se evalúo la literatura existente acerca de la gestión de inventarios en situaciones de variabilidad e incertidumbre que caracterizan una situación de atención a desastres y finalmente se desarrolló un modelo dinámico en Vensim® identificando que al aplicar una estructura ordenada de gestión sobre las actividades y los recursos ligadas a esta se puede mitigar el impacto de variables externas no controlables. Una vez establecido esto, se desarrolló una mega red unida a la modelación realizada, con la cual se simuló el estado actual del sistema (de forma básica) y posteriormente se le aplicó el cambio a la estructura de forma que se siguieran las reglas de una política de inventarios multinivel simple, encontrando que existe una diferencia en el tiempo de respuesta entre estos dos casos. | es_CO |
