2024Resumen
The climate emergency currently being experienced could drive and provide the political and economic environment for the development of technologies that intentionally modify the climate. This article argues that, based on pre-existing models of global climate and environmental governance and judicial precedents regarding the international responsibility of States, it is necessary to adjust the current model in order to lead a global, coordinated and supportive collective action, based on science, to restore the Holocene and stabilize the climate. In this way, alternatives are proposed based on previous experiences, such as the Montreal Protocol and the United Nations Framework Convention on Climate Change (UNFCCC) and cases of international responsibility derived from the deposit of toxic substances in the environment, to build an integrated assessment model that prohibits risky technologies on account of the precautionary principle and in which carbon capture technologies are developed and implemented to ensure climate stabilization, without abandoning or postponing the commitments to reduce greenhouse gases (GHG) of the Paris Agreement. © 2024 Pontificia Universidad Javeriana.
