Optimizing raw milk collection routes: integrating emissions reduction and disruptions for a sustainable and resilient dairy supply network

Transportation and logistics play a significant role in agri-food supply chains. In particular, road transportation is vital for the operation of the early stages of the chains because
the location of farms, the available infrastructure, and the low-added value of products make
infeasible the use of other means of transportation. This is the case for the collection and
gathering of raw milk, a fundamental raw material in the dairy industry and a crucial operation for food security and child nutrition. This industry faces significant challenges in
Colombia as it operates in highly dynamic environments, deals with high levels of informality, relies on deficient infrastructure, is affected by public order issues, and is part of a highly
polluting sector.
Given these factors, it is important to design supply networks that simultaneously consider sustainability and resilience criteria. Two complementary milk collection problems are
considered in this thesis. The first one uses a heterogeneous fleet for the collection of raw
milk, aiming to minimize the average carbon dioxide emissions dependent on both load and
distance traveled. The second problem addresses the same issue but incorporates network
disruptions.
In both cases, two versions of the problem are considered. The first version is operational, determining the route scheduling for a predetermined fleet. The second version is
tactical/operational, resulting in fleet configuration and the corresponding route scheduling.
Three solution methods are proposed for this purpose: one exact method based on branch
and bound, and two metaheuristic methods based on Iterative Local Search, one simple
and one with multi-start. These methods were validated with test instances generated in
a pseudo-random manner, inspired by the characteristics of the Ubaté-Chiquinquirá dairy
region, one of the most important regions in the country, located between the central departments of Cundinamarca and Boyacá. Finally, the design principles for a decision support
system capable of integrating these models and methods are established.
For all instances, the corresponding indicators of emissions, distance, and fleet configuration were measured. These indicators allowed for comparisons between the environmental
approach and the classical approach that minimizes distances, as well as the comparisons
between the occurrence or absence of disruptions. Furthermore, insights into the studied
versions of the problem are provided. The results indicate a trend that, to address environmental problems and disruptions, it is necessary to form fleets composed of vehicles with
lower load capacity that are less polluting and enable more flexible shorter routes. Additionally, the application of the environmental approach leads to cost increases when compared to traditional economic-focused models. El transporte y la logística juegan un importante rol en las cadenas de suministro agroalimentarias. Particularmente, el transporte por carretera es vital para el funcionamiento de las primeras etapas de las cadenas ya que la localización de las granjas, la infraestructura disponible y el bajo valor agregado de los productos, hace que no sea factible el uso de otros medios de transporte. Este es el caso de la recolección y acopio de leche cruda, la cual es materia prima fundamental en la industria láctea y hace parte de las operaciones cruciales en la seguridad alimentaria y la nutrición infantil. Esta industria enfrenta retos importantes en Colombia ya que está inmersa en entornos altamente cambiantes, está sometida a altos niveles de informalidad, hace uso de infraestructura deficiente, se ve afectada por el orden público y hace parte de un sector de naturaleza altamente contaminante. Dados estos factores, es muy importante el diseño de redes de suministro que consideren de forma simultánea criterios de sostenibilidad y resiliencia. Al respecto, en esta tesis se abordan los problemas de recolección de leche cruda que involucren estos criterios. Dos problemas complementarios de recolección de leche son considerados, el primero considera flota heterogénea para la recolección de leche cruda, buscando minimizar las emisiones medias de dióxido de carbono dependientes de la carga y la distancia recorrida, y el segundo es el mismo problema, pero se incluyen disrupciones en la red. En ambos casos se consideran dos versiones del problema, la primera versión es de tipo operativo, en la que se determina la programación de rutas que realiza una flota prestablecida. La segunda considera el problema táctico/operativo, en el que el resultado es la configuración de la flota y la programación de las rutas de recolección. Para dar solución al problema, se proponen tres métodos, uno exacto basado en ramificación y acotamiento, y dos metaheurísticos basados en Búsqueda Local Iterativa, uno simple y otro con multi-arranque. Para la validación de los métodos de solución, se utilizaron instancias de prueba generadas de forma pseudo aleatoria, inspiradas en las características de la región lechera de Ubaté-Chiquinquirá, una de las más importantes del país y localizada entre los departamentos centrales de Cundinamarca y Boyacá. Finalmente se establecen los principios de diseño de un sistema de apoyo a las decisiones que pueda integrar estos modelos y métodos. Para todas las instancias se midieron los indicadores correspondientes de emisiones, distancia y conformación de flota, esto permitió hacer comparaciones entre el enfoque ambiental y el enfoque clásico en el que se minimiza distancias, así como las comparaciones necesarias entre la ocurrencia o no de disrupciones. Adicionalmente, se presentaron perspectivas asociadas a los problemas estudiados. Los resultados muestran la tendencia de que para enfrentar los problemas ambientales y de disrupciones, es necesaria la conformación de flotas conformadas por vehículos de menor capacidad de carga que son menos contaminantes y que
permiten rutas cortas más flexibles. Además, la aplicación del enfoque ambiental produce
aumentos de costo, si se comparan con modelos de enfoque económico tradicional.
