dc.description.abstract	La Ley de Aplicación de la Red es una ley que tiene como objetivo combatir los delitos de odio, noticias falsas y otros contenidos delictivos a través de redes sociales. El estudio académico de esta ley ha tenido un enfoque jurídico, de ahí nace la necesidad de investigar la ley desde el análisis de las diferentes fases de la política pública. El presente trabajo identifica las estrategias utilizadas por las coaliciones para influir en las fases de problematización, diagnóstico, formulación de la política pública a través de los debates en el Parlamento alemán y teniendo en cuenta el contexto parlamentario. Asimismo, reconoce las palabras o conceptos fundamentales usados en los debates de la ley.	es_CO
dc.description.abstract	The Network Enforcement is a law that aims to combat hate crimes, fake news, and other criminal content through social networks. The academic study of this law has had a legal approach, hence the need to investigate the law by analyzing the different stages of the public policy. This paper identifies the strategies used by coalitions to influence the phases of problematization, diagnosis, formulation of public policy through debates in the German Parliament and considering the parliamentary context. It also recognizes the fundamental words or concepts used in the debates of the law.	en
