Tierra fértil para la polarización : gobierno de Nayib Bukele

Abstract

El presente trabajo propone un análisis del discurso del mandatario Nayib Bukele en tres hitos esenciales para vinculan las prioridades vitales de su gobierno. Su discurso de posesión, la alocución presidencial que daría minutos previos a la entrada de las fuerzas militares en la Asamblea Legislativa y la declaración de medidas de seguridad bajo el contexto del régimen de excepción dieron luz al punto que expone la metodología a utilizar, la cual permite determinar los conceptos claves para su posterior identificación en el discurso. El análisis evidencia el uso significativo de la polarización social antagónica y la apelación al público como estrategias persuasivas, promoviendo el establecimiento de categorías de exclusión e inclusión que cumplen el propósito de dominar la agenda pública y justificar las decisiones gubernamentales. La apelación a actores políticos, miembros de las ramas del poder estatal y ciudadanos de la sociedad civil, contribuyó significativamente al afianzamiento de la polarización.

This paper proposes an analysis of the speech of President Nayib Bukele in three essential milestones to link the vital priorities of his government. His inauguration speech, the presidential address that he would give minutes before the entrance of the military forces in the Legislative Assembly and the declaration of security measures under the context of the emergency regime gave light to the point that exposes the methodology to be used, which allows determining the key concepts for their subsequent identification in the speech. The analysis evidences the significant use of antagonistic social polarization and the appeal to the public as persuasive strategies, promoting the establishment of categories of exclusion and inclusion that fulfill the function of dominating the public agenda and justifying governmental decisions. The appeal to political actors, members of the branches of state power and citizens of civil society contributed significantly to the entrenchment of polarization.
