dc.description.abstractHuman Centered Design - HCD es un enfoque creativo para la resolución de problemas el cual tiene como propósito determinar las necesidades de las personas y brindar soluciones mediante el uso de técnicas que empatizan y estimulan a los involucrados, obteniendo una comprensión de sus deseos y experiencias. Este enfoque es utilizado en el sector privado, pero con los años ha ganado espacio en el sector público debido a que promueve una mejor comprensión de los ciudadanos hacia los servicios ofrecidos por el Estado. Dentro de los servicios que presta el gobierno de la ciudad de Bogotá, se encuentra la entrega de ayudas humanitarias en caso de desastre. La entrega de ayudas humanitarias es un servicio de respuesta con el fin proveer ayuda alimentaria, no alimentaria o de carácter monetario a la población afectada a consecuencia de un evento de emergencias. Debido a la coyuntura sociocultural que acarrea un evento de emergencia, las entidades distritales que prestan los servicios de respuesta esta expuestos a problemas en la distribución de las ayudas humanitarias, en particular en el seguimiento y control en la entrega de las mismas, por consiguiente, estas entidades se encuentran en constantes procesos de auditoria por los organismos de control los cuales levantan hallazgos administrativos, fiscales y en algunos casos penales a los funcionarios que ejercen dichas actividades. Este trabajo está desarrollado en tres etapas: inicia con la identificación de las entidades participantes en el servicio de entrega de ayudas humanitarias a población afectada en Bogotá de acuerdo con la Estrategia Distrital de Respuesta-EIR.es_CO
