Chía, problemática de un municipio en crecimiento: municipio de Chía, desarrollo urbanístico con planeación insuficiente habitacional, desarrollo urbanístico y soluciones con respecto del POT

Abstract

The Territorial Ordering Plan (POT) is a set of rules and guidelines that enable an orderly and sustainable development in a given municipality or district, but not in all cases is met with this purpose, even being contrary to the optimal physical development of the territory. From the analysis of a series of factors such as the historical growth, the population and the licenses that are issued, it can be evidenced the failures that appear in the POT of the municipality of Chia. In this article we try to show how, in the face of the reality of a disorganized growth, an adequate management is necessary to be able to fulfill the objective of the occupation policy of the territory, very important element for the development of the municipality. There are two possible solutions as well, that are not exclusive. The first being a proposal in the short and medium term, as it is a control over the overflow of licenses that are issued; while the second is focused on offering long-term measures to avoid the problems exposed, this through the possible creation of entities that exert a posterior control to the constructions carried out within the municipality.

El Plan de Ordenamiento Territorial (POT) es un conjunto de normas y directrices que posibilitan un desarrollo ordenado y sostenible en un determinado municipio o distrito. Sin embargo, no en todos los casos se cumple con este propósito, llegando incluso a ser contrario al óptimo desarrollo físico del territorio. A partir del análisis de una serie de factores como el crecimiento histórico, la población y las licencias que son expedidas, se pueden evidenciar los fallos que se presentan en el POT del municipio de Chía. En el presente artículo, se pretende exponer cómo, ante la realidad de un crecimiento desorganizado, se hace necesaria una gestión adecuada para poder consumar el objetivo de la política de ocupación del territorio, elemento muy importante para el desarrollo del municipio. Se formulan también, dos posibles soluciones que no son excluyentes, siendo la primera, una propuesta a corto y mediano plazo; como lo es un control sobre la cantidad desbordada de licencias que son expedidas, mientras que la segunda, está enfocada en ofrecer medidas que a largo plazo eviten la problemática expuesta. Lo anterior, mediante la posible implementación de órganos que ejerzan un control posterior a las construcciones llevadas a cabo dentro del municipio.
