La implementación de políticas públicas

Abstract

This article offers a tour around the major ideas and theoretical frameworks regarding public policy implementation. In an introductory and ingenious way, the currently poor study level about the nature of the kind of decision that should be implemented is analyzed. Within this framework, the law is identified as the most formal existing mechanisms in the implementation of policies of which, subsequently, the most relevant visions and positions are identified, among them the topdown and bottomup approaches, as well as the most recent policy network and policy outcome ideas. Later on, reference is made to some theoretical frameworks envisaging bureaucratic factors as the central implementation axis, by observing their limitations; and by pointing out that, actually, a multiplicity of factors and actors take part in the process. Finally, a discussion is opened about the convenience of using either of the theoretical frameworks in the analysis of public policy implementation.

Este artículo ofrece un paseo por las principales ideas y marcos teóricos sobre la implementación de políticas públicas. De manera inicial y novedosa se analiza el poco estudio que se tiene hasta el momento sobre la naturaleza del tipo de decisión que debe ser implementada. En este marco se identifica la ley como el mecanismo más formal de la implementación de políticas. Más adelante se identifican las visiones y posiciones más relevantes de la implementación entre las que se encuentran los enfoques topdown y bottomup, así como las ideas más recientes de policy networks y policy outcomes. Posteriormente, se refieren algunos marcos teóricos que contemplan a los factores burocráticos como el eje central de la implementación, observándose sus limitaciones y apuntando que en realidad en el proceso participan una multiplicidad de factores y actores. Finalmente, se abre la discusión sobre la conveniencia de utilizar unos u otros marcos teóricos en el análisis de la implementación de políticas públicas.
