dc.description.abstractEl sector de la Mensajería expresa es regulado por el Ministerio de Tecnologías de la Información y las Comunicaciones, este sector ha venido desarrollándose desde su comienzo en Colombia de manera dinámica debido a las características demográficas de las regiones del país, la economía, la planeación en el desarrollo urbano y las políticas del gobierno nacional. La primera oficina de correos en Colombia se crea en 1834, ubicada en Santafé de Bogotá bajo la administración del General Santander, en 1838 se realizan convenios entre los gobiernos de Ecuador, Venezuela y Nueva Granada creando el convenio Postal de América, que gestó la que más tarde sería la Unión Postal de las Américas y España (UPAE),después de más de cuatro décadas se logra la inclusión de Colombia en la Unión Postal Universal (UPU) en 1881; con la firma del presidente Carlos Restrepo de la ley 124 en el año 1906 se promueve la modernización, la autonomía efectiva, los fondos especiales de caja, el servicio de giros y la nacionalización del correo en Colombia entre otros.es_CO
