personas que tienen estatus de habitantes de calle son totalmente ignoradas, omitidas, e invisibilizadas; incluso, anuladas por la mayoría de intervinientes en la sociedad. Partiendo desde políticas públicas que tienen un nacimiento formal de generar un orden, y en la materialidad se convierten en medidas represivas y violentas en contra de esta población, en los casos que existe regulación normativa alguna; puesto que también se evidenciará el mutismo legislativo y ausencia de una voz gubernamental en la regulación y protección de esta población vulnerable. Es así como analizando las posiciones neomarxistas de Poulantzas y Habermas desde la Escuela de Frankfurt, sobre cómo es posible estructurar una propuesta, con el fin de focalizar y abrir el espectro sobre esta población, teniendo como propósito que sean reconocidos como lo que son: personas.},
