%X According to the most recent report from Centre for Research on the Epidemiology of Disasters (2023), in 2021 there were 387 natural hazards and disaster events, and approx imately 185 million affected people with 30,704 deaths, and economic damage quantified in 223.8 billion US$. This number of events is higher than the average of events for the period 2002-2021 with 370 disasters, which represents the challenge faced by humani tarian organizations (HOs) who have to make decisions in uncertain conditions seeking a cost-efficiency response
