%X El cambio de paradigma de integración a uno de inclusión en el debate sobre oportunidades educativas para todos se manifiesta en la promulgación de cuerpos legales en Colombia y Chile que promueven la inclusión educativa. Lo anterior, en el contexto de las reformas educacionales iniciadas en la década de los ochenta y noventa que impulsaron la descentralización y el financiamiento a la demanda, y que se caracterizaron por su tendencia neoliberal.
El objetivo de este artículo es describir y comparar el marco de políticas inclusivas, la estructura y el financiamiento en educación para niños y niñas con necesidades educativas especiales en Colombia y Chile, a partir de la revisión bibliográfica de institucionalidad, legislación y financiamiento.
Estos países comparten elementos comunes en cuanto a sus reformas y orientaciones de su política educacional, pero, según se argumentará, su aproximación política y práctica a las necesidades educativas especiales difiere significativamente.
%X The shift in paradigm from integration to inclusion in the debate over educational opportunities for all has emerged in the enactment of laws in Colombia and Chile that promote educational inclusion. This has come about in the context of educational reforms initiated in the eighties and nineties that propelled the decentralization and financing of demand, and are characterized by a neoliberal tendency.
The aim of this article is to describe and compare the framework of inclusive policies, the structure and the funding of education for children with special educational needs in Colombia and Chile, based on a literature review of the institutional system, legislation and financing.
These countries share common elements with respect to their reforms and the orientation of their policies on education. However, as is argued in this article, there are major differences in the way they approach policy and practice to meet special education needs.
