abstract = {Los pacientes con Enfermedades de Alto Costo aumentan cada año, por lo cual el sistema de salud colombiano requiere conocer la epidemiología, comportamiento de la enfermedad y la gestión del riesgo en salud de la población. Sin embargo, aunque se ha mejorado en la calidad de la información de dicha población, las Instituciones Prestadoras de Servicios en Salud (IPS) requieren ser más participativas como fuente generadora de datos. El presente trabajo, tiene como objetivo identificar las barreras en el proceso de la construcción y análisis de la información que tienen las IPS y facilitar desde la Cuenta Alto Costo el clima creativo para obtener proyectos con nuevos horizontes que aporten en la optimización de la gestión de los datos para las EAC. La investigación en acción se desarrolló en dos fases, con un enfoque cualitativo y estudio de caso, incluyendo la metodología “Solución Creativa de Problemas”. Los resultados muestran que la investigación en acción es una palanca en sector salud, en concreto cada fase favorece al cliente interno y externo de la organización, mientras en su desarrollo los equipos fortalecen la gestión de las ideas y el clima creativo.},
abstract = {Patients with High-Cost Diseases increase every year, reason why the Colombian health 
system requires knowledge of the epidemiology, the behavior of the disease and the 
management of the health risk of the population. However, although the quality of the 
information on this population has improved, the Health Service Provider Institutions
they need to be more participatory as a source of data generation. This paper aims to 
identify the barriers in the process of construction and analysis of the information that the 
Health Service Provider Institutions have and facilitate from the Cuenta de Alto Costo 
the creative climate to obtain projects with new horizons that contribute to the 
optimization of data management for EAC. The action research was developed in two 
phases, with a qualitative and case study approach, including the creative problem solving
methodology.
As a result of the research in action is a lever in the health area, specifically each phase 
benefits the internal and external client of the organization, while in its development the 
teams strengthen the management of ideas and the creative climate in its development. 
This shows that leadership must be constant in the health system teams, an aspect that 
leads to greater commitment at the administrative level, as well as the staff.},
