abstract = {Historically speaking, constitutionalism was concerned with establishing limits to power. On this understanding, both civil and political rights were protected in the North American and French Revolutions. Notwithstanding the Industrial Revolution entailed many significant changes in the socioeconomic area. The State intervention became omnipresent; labor and social security rights began to be recognized. Since the Second World War, new human and social needs have emerged. Economic processes are gaining farreaching and global consequences. Constitutionalists must rise to the challenge and help designing mechanisms for the effective validity and force and effect of human rights on all fronts.},

En esa inteligencia, los derechos civiles y políticos estuvieron protegidos en las revoluciones norteamericana y francesa. Sin embargo, la Revolución Industrial trajo aparejados muchos cambios significativos en el área socioeconómica. La intervención del Estado se hizo omnipresente; se empezaron a reconocer los derechos del trabajo y de la seguridad social. Desde la Segunda Guerra Mundial, nuevas necesidades humanas y sociales han aparecido. Los procesos económicos adquieren consecuencias de lejano alcance y globales. Los constitucionalistas deben estar a la altura del reto y ayudar a diseñar mecanismos para la efectiva vigencia de los derechos humanos en todos sus frentes.},
